- Advocated for Measure J to ensure police and fire departments have essential resources.
- Initiated an e-cigarette vaping ban in Milpitas.

- Created a Small Business Ad Hoc Committee to help local businesses survive the pandemic.
- Attracted Rivian's electric vehicle distribution center to Milpitas.
- Continued efforts to attract businesses and strengthen Milpitas' local economy.
Families, Youth & Education
- Established two Family Resource Centers.
- Secured ARPA funding for childcare teacher programs and youth workforce initiatives.
- Initiated a Family Skate Park.
- Supported neighborhood parks and community resources.
- Served 8 years on the Milpitas School Board.
Arts, Culture & Beautification
- Established an Arts Ordinance requiring qualifying new developments to contribute to an arts fund or include artwork.
- Advanced art mural projects throughout the city.
- Created the "Beautify Milpitas" initiative.
- Championed preservation of the Hillside through reinstatement of the Hillside Preservation Ordinance.

Carmen Montaño is a third-generation Californian whose family came to California in the early 1920s. Her parents were farm workers who moved to the Bay Area in search of opportunity and ultimately purchased a home in Milpitas’ Sunnyhills neighborhood.
Growing up in Sunnyhills shaped Carmen’s commitment to community. In the early 1990s, she founded the Sunnyhills Improvement Association to advocate for improvements to the neighborhood where she was raised.
Her commitment to service continued through her career as an educator and through years of community leadership. She served on multiple city commissions, eight years on the Milpitas School Board, and ten years on the Milpitas City Council.
In 2022, Carmen was elected Mayor of Milpitas—the first woman to serve as Mayor in the city’s history.
Her motto is simple:
“Service Above Self.”
